Question: 

Do we have to remove the const from "const MPI_ any handle type"
(e.g. form const MPI_Op on page 345 line 37)
because MPI-1 already stated that predefined handles 
may get their value in MPI_Init (i.e. the value changes
in MPI_Init from "undefined" to the correct handle value) ? 

Sorry, that I'm not familiar with C++, so I can not give the answer
myself.
