Finishing up voting on Batch 1

Dear Group,

     Here are the results so far of the voting on batch 1 of changes.  Please
let me know if I have failed to record your vote or recorded it incorrectly.
I propose that we close the voting on Monday and start the next round of 
proposed changes.  I will try to get a formal list out on Monday;  my current
plan is for it to include the MPI_Alltoallv binding issue, among other things.
