Is it possible to have Video Conferences? Or is the amount of people
present too high? Or are there other technical restrictions (maybe not all
participants would be able to join?)? Maybe in that case we could offer
those participants to use the facilities of another member?

Although I am new to these kind of meetings I think participation in the
MPI Forum is both a personal as well as business effort. So in this case we
have to see:
- A person (e.g. Jeff) has personal interest in working on MPI-2.1 and was
active before. This interest is evident, as he still wants to
participate at his new employer. So to my mind the person or his
organization should be able to vote.
- An organization that was represented by a person that is no longer with
the organization now should also be able to vote, as long as they send a
new representative, because it is (normaly) not their fault that their
representative is no longer with them.
Another question is, when are the first votes on the open topics? How many
"meetings" are planned before that?
