Reactivating MPI 2.1 update procedure

Dear group,

       After the previous test of the existing MPI 2.1 mailing list,  
I have deleted out-of-date addresses, found replacements where I  
could, and added those who requested to be added.   This is a test of  
the new contents of the mailing list.  There is no need to reply to  
this message unless you would like to delete yourself from the list  
or subscribe under a different address.  Details about actually  
getting started will come after we have advertised the existence of  
this list a little more widely.
