[ IN buf] initial address of send buffer (choice)
[ IN count] number of elements in send buffer (nonnegative integer)
[ IN datatype] datatype of each send buffer element (handle)
[ IN dest] rank of destination (integer)
[ IN tag] message tag (integer)
[ IN comm] communicator (handle)
