MPI/RT channel objects

Some comments on the MPI/RT proposal for channel objects and channel sets
(distributed in Chicago dated April 25, 1997):

Unclear what is meant by the various terms applied to channels: bound and
unbound, constructed or setup, uninitialized or initialized, live, closed.
Need some introductory text defining terms and giving an overview of how
the parts are used together.

Under CHANNEL_MODIFY, it says that it is illegal to modify Direction
and Rank. These should be modifiable, else you have to delete the
channel and make another one. Ok, in some sense maybe that means you didn't
actually modify the original channel.

Calling the channel set combination "concatenation" "onto the end of"
another channel set implies there is some order to the channels in
a set -- which I assume is not the case. Should rename/rephrase.

Naming: modifying routines should be named xxx_SET_xxx and accessors should
be xxx_GET_xxx.
