datarep argument to MPI_FILE_SET_VIEW

In the first paragraph of 10.3, datarep should be added to the list of
arguments to MPI_FILE_SET_VIEW which can vary among all processes in the
group. (Line 47 on page 11 in the changes from the March meeting.)
Allowing datarep to be different permits the use of "native" on some
nodes and a compatible filter on others.
