new version of chapter

A new version of the external chapter is available at
ftp://ftp.cs.wisc.edu/pub/mpi2/ei-970113.ps. If you looked at the
chapter in the full release of last week this is very similar. I am
sending this out for those who do not get the core mailing list so
they see the new chapter. The chapter is starting to take shape but
the issue of threads is still open. We need this settled soon if it
is going to get in MPI-2.
