Jeff and I are working on a set of "rules" which attempt to capture the naming
conventions that were established in MPI-1, and our hope is that MPI-2 can be
modfied (where appropriate) to follow these same rules. In this particular
example, yes, the "proper" name is arguably MPI_TYPE_GET_ENVELOPE.

We hope to have a complete list of proposed changes ready sometime in the next
few days. So lock your doors kiddies, 'cuz the Bindings Police are coming to
get you!
