This is correct Bill. It was just a counter to Rusty's claim
that he spoke for the implementors - and he certainly does NOT either.
He speaks for only one implementor (but an important one).

Procedure is important. There is a written proposal on the table.
Since there have been no official votes on dynamic. Procedure says
we have to discuss it. The same procedure says we don't delete
the current dynamic proposal unless it is voted out.

I think it is good that we are having a lot of discussion
on the newsgroup so we don't have to spend as much valuable
meeting time discussing the pros and cons of both proposals.
