Please correct me if I am wrong, but I believe you are proposing (in
items #1-3) an interactive, MPI-compatible task-management system. How
such a system would interact with resources also under the management of
other schedulers and controllers is unclear. For example, imagine
resources under the control of Condor, DCE, Legion, NQS, or SmartNet
(to name a few).

I agree that this last item is important! Would it be acceptable to
introduce an intercommunicator which was:
a. guarenteed to perform valid communications between
foreign implementations
b. not guarenteed to yield the highest available performance
