Dear John Reid,
As editor of MPI-2, I should take care of your concern. As far as I
know, all the versions of MPI I distribute are in compressed format.
I suspect you are getting a version from somewhere else. I don't
recognize the size of the file you are refering to, so I am not sure
what version of MPI you are trying to get and where you got it.
Let me know (lederman@cs.wisc.edu) and we can fix it.
