New one-sided "P/G/O" proposal

I have slightly revised the "PUT/ACCEPT" 1-sided proposal that I posted and
handed out at the July meeting, so that it supports 3rd-party communications
and contains fewer functions. I can no longer call it the "PUT/ACCEPT"
proposal, because there is no longer an "ACCEPT", so I'm calling it the
"P/G/O" ("Put/Get/Offer") proposal for now. It consists of 4 * 3 functions:

Pt-2-pt "Progressive" pt-2-pt Collective
PUT PUTP PUTC
GET GETP GETC
OFFER OFFERP OFFERC
IOFFER IOFFERP IOFFERC

(After PUT and OFFER, the semantics of the rest are nearly identical.)

Due to past requests, I will not post the Postscript to the mailing list.
The latex (27.7K) and postscript (154.5K) are available (for now) on
the web at

http://www.nas.nasa.gov/NAS/Tools/MPI2

It's about 11 pages long. If you cannot get it for any reason, please let
me know.
