More lock stuff

Perhaps we could absorb the lock/unlock calls directly into MPI_RMW? The
version which I proposed the other day contains both rank and op arguments, so
maybe we could just define MPI_LOCK, MPI_UNLOCK, and MPI_TRYLOCK ops.

One bad aspect of doing this is that we would not be able to easily add an
ILOCK function as Jim suggests. I suppose we could define an IRMW
function...no, that's way too disgusting...
